What is your question?  In which order to learn those two pieces?  If that is your question, the following is my response.

Assuming a strong technique, the Rhapsodie Espagnole is less involved.  In other words, the Rhapsodie is more technically demanding and brilliant and the Ballade more difficult. 
For us musicians, the music of Beethoven is the pillar of fire and cloud of mist which guided the Israelites through the desert.  (Roughly quoted, Franz Liszt.)

Good luck!  that and the Don Giovanni are two of Liszts most demanding pieces! 
The coda to the ballade ain't easy, either, but its only two pages.
