What's this about...

I'm currently learning Grieg's "In the Hall of the Mountain King", and at the end, I am confused by something. (check out the attachment)

Basically, they are sixteenth notes but are empty, like half notes. In the MIDI I heard, it sounds as if its just alternating between the two notes.

It's a tremolo.

It is shorthand for writing out 16th notes in full.    As allthumbs points out, it is a tremolo.
