Can someone translate this please.  Who wrote it?

Made a Liszt. Need new Handel's for Soler panel & Alkan foil. Will Faure Stein on the way to pick up Mendels' sohn. Josquin get Wolfgangs Schu with Clara. Gone Chopin, I'll be Bach

It's an improvisation, he says so in the comments.

and it says somewhere else "by John Propitius"

It seems to be an improv on the song no 451 from the Church songbook (Lvk="Liedboek voor de Kerken")

I'm guessing "Alle roem is uitgesloten" is the name of the hymn tune correct?

Yes and the composer of the melody is a certain Johann Schop (1641)
