Chopin Nocturne

Hi,
I'm learning the Chopin Nocturne in c sharp minor. In the Urtext edition there are two versions 20a & 20b. Can anyone tell me why this is. Also the timing on the second page of the 20b version goes into 3/4 treble which is different from the bass. Any thoughts as to how best to play this. Thanks...
