Hello, and nice to meet you.  If you want to know which Waltz is harder, than the answer would be definitely the Waltz op. 42, it is the most difficult of the Waltzes. About how much time it would take you to master it, it depends on you of course, but i believe that you can learn it in about two weeks to a month.  I would advise you to work a lot on the first part and master it, each hand and than play it slowly until you get the rhythm right, and than continue to the other parts.  Also listen to great interpreters of the piece and listen how they play it and come up with your own insight about the piece, you must first know it by heart inside your soul, i mean hear it a lot of times until it's like a song that comes from inside you and than you will know how to play it correctly.
I have an enormous craving for Chopin's music, which is unusual for most normal and not normal people out there.

It can't be stated unequivocally which piece in any category is the "most difficult."  Technical and musical difficulties are experienced very differently by different people owing to our differing backgrounds, skill sets and aptitudes.

There's no basis for guessing how long it will take a complete stranger how long it will take to learn any piece of music (even if you had established what "learn" presupposes in terms of degree of mastery).
What passes you ain't for you.
