Rebikov waltz no. 6

I am playing Rebikov's Waltz No. 6 in f# minor. I am also interested in learning more about the harmonic progressions to enable to play from memory. Ok, the first measure is f# minor chord but I am already stuck on what is the chord used for the second measure. Could it be V6/5 over V? And is that chord supposed to resolve to the V chord. I would appreciate some assistance on the harmonic progressions of this piece. Many thanks.
