Is a tied grace note(a grace note tied to the same note) played as a single anticipated note, or as two notes?

Tied grace notes are played as a single note with a duration that's the sum of the value of the linked notes.

Do you mean a grace note tied to a main note? Most likely there will be other notes only sounding on the main beat as well. In this case the grace note is played only once.
