Hammers setting help

I have an Ibach and a Yamaha uprights piano and there is a problem especially with Ibach (which a tuner destroyed).
A little gap have created (I thing they called lost energy) by pressing the note until the hammer starts to move.The problem that I cannot control the note completely because each note has different gap (not the same and right weight(gap) for all notes.
Also the Yamaha piano which hadn't got this gap appeared the same phenomenon the last two years.
The tech(tunner) tunned manualy the piano and not
with the right way(something like this
