Suggested tempo for "Tempo di Minuetto"

Hello. I've been practicing Haydn's Sonata no. 49 in E-flat major, 3rd movement (Tempo di Minuetto) and I'm not quite sure what tempo to play in, especially since I've later heard some recordings which also vary by tempo. Glenn Gould's performance is at about crotchet = 125-130, Horowitz's at around 155-160, and a few others I've heard are somewhere between, but mostly on the faster side.

Earlier I've been inclined to play it at a sort of allegretto, thinking it should retain some of minuet's dance-like quality, but now I'm uncertain. Any suggestions or facts on what Haydn could have considered to be the tempo of minuet?

is very difficult to determine which is the right time:
I prefer a time allegretto, But is your personal taste that can determine these choices

If we're talking about the H. XVI, the one that ends with the minuet, I think Gould's tempo is the best.  I play it, in fact, a little bit slower.  Like a real minuet.  I can't imagine Horowitz's speed!

Now I've checked Gould's recording on Youtube, it's considerably slower than the one I've had in mind (Glenn Gould in Stockholm 1958):
