Fingering for la campanella

Hello
I'm attempting to learn this piece and I think it's coming alone ok, but at the third page there's this section:
Is that a good finger suggestion? why use only fingers 1 and 2 in the right hand, and why 1 2 with the left hand at the beginning? I usually try following finger suggestions in sheet music but sometimes they seem strange.

I would definately use these fingerings. I do personally. The person who noted the fingering is no dummy. There is a reason. Usually they are thinking of what is easiest when you play IN TEMPO. right now you are not thinking of it. When you play slow, many fingerings would work, but when you play it at full speed, you will quickly find out that the fingering on the sheemusic WOULD have been a better option.
Good luck on this etude, keep your hands relaxed as much as possible or else you will damage something.
