Pedaling in Norton piece

Help!  I'm working on Christopher Norton's "Too Cool" (from his Connections series, level 6), and I don't know what to do with the pedaling.  The piece is simply marked 'con ped.'. Does anyone have any suggestions for me?  Any help would be gratly appreciated.  Thanks!

Usually in Christopher Norton stuff, you can see clear chord changes.  I've seen the piece before briefly in the Connections set, but don't remember off hand.  Maybe try some pedalling when the left hand changes (if it has held chords), or maybe a bit of light pedal if there are a lot of changing notes throughout.
