Studying the Minuet in G by Paderewski

Ok..I know this piece seems simple on the surface ..but I have listened to Paderewski's recording and found that certain sections of the Minuet can present some real challenges. I think the bar is around 25 or 26, following the LH octaves...RH begins in sixteenth notes and then comes the Chopin like passage of "rapid" eighth notes ending in D (fermata). Paderewski begins the "rapidamente" with the sixteenths following thru the eigth notes all played with little, if any, sostenuto pedal and exquisitely even. Playing these rapidly is one thing but achieving such evenness HELP!
How does one achieve that ability? I know the story goes that when Paderewski went to Leschetizky the master immediately assigned Czerny exercises and nothing else for a year. Is that how he achieved this remarkable faciltiy?
I welcome any and all suggestions on how to go about becoming Paderewski JR.
