Minute Waltz

I have learned all the notes of the Minute Waltz and I can play it until the end, but I am having a little problem with speed. I tend to slow down on the fairly difficult parts of it. So, I decided to play it again and again HT to gradually gain speed, but the Fundamentals of Piano Practice seems to say that with that method, I may develop faulty habits. I think the book suggests to play HS until I can play it on a decent tempo then that's when I should start playing it HT slowly to memorize it. Err... I'm getting confused on how to practice piano playing properly. Can anyone help clear things up?
