Learning Liszt Consolations 2

Please can anyone help!.
I will be playing consolations 1,2&3 at a concert at the end of January. Whilst I have 1 & 3 fairly well sorted I am having terrible problems with No2.
My main probem is with the timing on page 2 of the Henle Verlag Urtext edition. Original version.
On line 3, of the second page there is a descending scale in the treble which resolves to an fsharp and b natural in the base, the melody is then all in the bass fror the remainder of line 3 and 4. The treble in the right hand seems to dance around the base melody.
Try as hard as I can I just cannot get the timing right and cannot get the beautiful melody coming out in the lower notes.
All the recordings I listen to sound nothing like my rendition.
My teacher says its because I havn't got the timing structure right in the whole piece.
Any tips on how to practise this would be well appreciated. One proboem I have is counting and on this section it seems nigh on impossible.
