Learn and improve a piece

I think there is a difference between learn and improve a piece.
Learning is memorizing the notes, this is what I think. Improving the piece consists on giving the right timing, right flowing, right speed, etc.
If my perception is correct, then improving a piece takes more time than learning it, is that correct?
