Can anyone I.D. this tune for me?

Link above is to a video worth watching for itself, but what I'd like to know is if anyone recognises the tune that starts at 3:00 and carries on until around 5:30 or so. I know I've heard it before on T.V. somewhere but can't remember exactly when and it's annoying me lol!

Anyone got any ideas? Hoping it might be quite well known, but not sure.
