Brahms Waltz Op.39 No.4

How hard is Brahms waltz op. 39 no.4? How difficult is it compare with Bach's two part inventions (A minor, G major and F major) and Beethoven sonata op.49 No.1? Is it something for an average student who played for 2-3 years?
