Mozart Fantasia in dminor

Recently I heard an adjudicator suggest that there should only be one tempo for the entire piece....all the editions I have have a variety of speeds for the various sections... can anyone shed some light on this idea? Thanks

I wouldn't want an adjudicator with opinions like that!   The idea that there would be just one tempo for the entire piece sounds rather outlandish.  The other Mozart work that the Fantasia reminds me of is the overture to the opera Don Juan.  In both cases a somber minor part is followed by a lively major one.
