is Percy's stuff in PD already, I didn't think it was. If still copyrighted and I can remember where I saw it for sale will post again.
I have many of his works including 1 of two versions of this one, horrendously difficult. I don't know how one can manage those right hand 10ths the whole time. who can reach that and still make it musical? rolling i dn't think would help as it is the foundation of the melody, it's all over the place , and just doesn't sound right. i've just decided i'll never play it....there is a 'simpler' version he did too i need to see again if i have that (i don't remember getting it from the music library last time but i'll double check , if i get it i can comment on that one alter too)!
The Franck, is it a transcription of an organ work?
