My mother put me through the Schmitt exercise book when I started learning piano, which does wonders for strength and control of the 4th and 5th fingers.  Sold by G Schirmer still, I believe.  These are boring and easy to memorize, so I was allowed to read novels while I practiced these, much as people watch TV now while exercising at the gym.
More mentally challenging were the Edna May Berman exercise books the piano teacher put me through starting at about a year and a half. I can't recall any specific benefit from them, but I never had trouble with any carefully selected recital piece she gave me, either.  These are still for sale, from Hal Leonard, I believe, I saw them last month at a music store!  I hadn't been in a music store with sheet music in 20 years.  All student stuff, though, no fun pieces. 
At the fourth or fifth year the piano teacher had me go through the Czerny exercise book 1.  I never did Czerny two.  Also sold by Schirmer etc, I still see them on Amazon.com etc.

J.S. Bach's 15 Inventions and 15 Sinfonias. Start with the Inventions first.
In particular, the Inventions will encourage even development of BOTH hands.

Agreed.

The Clementi, Khulau and Mozart Sonatinas are also good practice and rather nice in their own right.

I would recommend playing the five finger exercises (up to five notes) starting at C major with both hands (the left hand is one octave lower than the right hand) then working through the major and minor keys.

For example starting on the C major key, C D E F G F E D C (the same with the left hand, in unison).
Then raise that to C minor, C D Eb F G F Eb D C, then D major, all the way to B minor. 

Furthermore, you could start off with a slow tempo to build finger strength and then slowly up the tempo to a controllable (yet articulate) tempo.
