How advance would one need to be to play something like this? forward to 1:14 in the video I would like to know how advance one would need to play pieces like this since I'm a fan of upbeat songs.

You could reproduce that whole segment on a synthesizer and just play the melody with the right hand, the synth would do the entire fill for you including the drum pattern. The tricky part would be keeping up with the rhythm. On a real piano I'd have to see the score, there doesn't sound to be a lot of bass activity, the speed and rhythm would be the trick. It would help to have some basic  improvising knowledge under your belt and a lot of syncapation work but otherwise it sounds to be mid level to me or intermediate.

Start by practicising lots of runs and fill notes.
Depressing the pedal on an out of tune acoustic piano and playing does not result in tonal color control or add interest, it's called obnoxious.

If you were just playing the piano part i would reckon grade 6-8
