Help understanding this measure

So I have two questions about the measure in the picutre.

Firstly, what does the "I C" mean in the bass stave

Second. In the treble, how can I have a note of length 3 (it's 3/4 time so that's the whole measure) but then have other notes in the treble?

How is this played? Which keys am I supposed to press? Sorry if this is a dumb question!

The dotted half is played for all three beats.

While holding that note, you count 1  2 AND 3.  Start playing that eighth note on the AND of 2. 

Think about it, what if you had a dotted half chord?  You'd be playing both notes for all three beats.  But in this case, you play one note for all three beats, while you bring in a second melody. 

I have no clue on the 1 C.

Maybe an exotic way of writing "una corda"? (the soft pedal, that is). :)
No amount of how-to information is going to work if you have the wrong mindset, the wrong guiding philosophies. Avoid losers like the plague, and gather with and learn from winners only.
