Which piece is this?

The most similar piece i've found is a part of Chopin's Waltz Op. 64 No. 2 in C Sharp Minor, but it is not exactly the same notes as in the recording
I am not sure if it is an improvisation, or what the true name is
I found the piece on a youtube video I canīt actually find right now  :'(

it's called Chopin's Waltz Op. 64 No. 2 in C Sharp Minor played poorly.

Is that Korean? I remember when a friend of mine showed me a video of some kpop star playing an improvised version of the piece. I remember crying too.
