Building repertoire

I find myself just picking pieces here and there. My repertoire is a bit scattered. How do I build a solid repertoire?

Why are you pecking at pieces instead of taking a large bite out of it? This sounds like when I started learning piano. I would put in a lot of effort on new pieces and then give up. I could make it sound good but it required so much practice that the returns didn't justify the cost.
