Yep. It's there again around 5:30 in this video. Orchestral.
Reminds me of Offenbach, Italian/Romany (ie Gypsy, being politically correct).

Yeah, I bet the music might be under another title too.
The Gipsy Princess
Composer Emmerich Kalman, arranged by H M Higgs
No idea what the quality of that arrangement is.
I wouldn't be surprised if the Wallace interview clip is Horowitz's own arrangement of that.
Hungarian composer. Lyrics are in German. Interesting blend.

The Wallace interview, around 12:00 sounds like some kind of variation on Carmen themes. I think.
