I think most people are making fun of people who use exclamation points excessively (often in addition to chatspeek), but take their finger off the shift key before they take their finger off the 1/! key.

Ex:
lyk omg com her lok wat i got!!!!!!!!!!!!!!!!!!11 <--Somebody's hands weren't together. My piano teacher would make them repeat it until they got it right.

Support bacteria. They're the only type of culture some people have.

Now thinking about it, some people actually write "oneoneoneone" to make fun or a parody of the !!!111 typo.
