How do I set the metronome and count the tuplets?

RH is either 7 even notes to the bar or 5/3.  If you must use a metronome, you need to do it hands separate, so for the septuplets, set it to 7/2 times the basic crotchet tempo. and practice just those bits until you have them smooth.  For the 5/3 divisions, you just set the metronome to the crotchet and do 5 for one and three for 2. Again practice until smooth.

Bass is 2, triplet or 4.  Can you do that HS with the metronome just set to the crotchet?

Once you can do all that smoothly, it's probably best to set the metronome to just beat on the first note of each bar.
