Yes, buttoned up it's formal. Fashionably so at present too, it seems.

So if I wear something informal like a sports t-shirt but button the jacket up would they have a right to not let me on stage?

Assuming the T-shirt is not visible you should be OK.  It may pay to check, though - some folk can be "quaintly old fashioned", and music judges tend to be more quaint generally than most.
