Isn't the word count a range, namely 400-700 words?  If you're that close to 700 that the title will put you over, cut something else - it's already too long.

I would - but I doubt anyone will actually verify your count anyway - they have seen enough examples to have a pretty fair idea what's within and what isn't.

Cover page - leave the programme notes for stuff an actual audience might find informative rather than stuff that is part of the formal requirements.

Timing and word count?  The audience doesn't need to see that.  The audio engineer or music school might find it helpful.

I'd say a title doesn't count as the word count.  If it's a concert program, nobody cares about word count.  If someone does, I'd wonder about that person.  If they're doing it for grading purposes, fine, but the important thing is that you've got a nice set of notes, not whether it's a little over or a little under.
