Among the impressionist water music, which would you say is most difficult/ how would you rank these pieces?  Also, which piece do you find the most enjoyable to listen to?

Debussy:

Reflets dans'leau

Ravel:

Une Barque sur l'ocean

Jeau deux eau

Which piece do you think requires the most technical skills and the most amount of time to learn?

All of them requires both technique and time.
