Sheet music help.

I've attached a part of sheet music. Its in 4/4 time signature and i think it is wrong because all the note values don't add up. Correct if i am wrong, but i think that its missing some note or a rest. So is that sheet music correct or wrong?

That dotted quarter is three eights -- not three sixteenths.

OMG, i totally suck at learning sheet music. thanks a lot. i was thinking it was and eighth note all along.
