Restored piano's keys no longer horizontal

Removalists dropped my son's upright piano in transit, so that it was very badly damaged - in fact it looked like complete write off. However, the company refused to pay out under their insurance, and said they'd get someone to repair it. Some time after the repair was complete I sat down to play, and to my horror found that the keys were no longer horizontal. I'd estimate that the angle upwards towards the player was at least 15 degrees. My son is not a pianist, and hadn't noticed this problem; however, his three children are taking piano lessons. I advised him to contact the repairer and get it fixed. But the guy said, no, that's the way it was before, and it's quite common to have an angle like this on piano keys. He refused to do anything about it.
My question is: is it common for pianos to have a substantial slope on the keyboard, or does this only apply to smashed pianos when they're repaired?

You've been handed a load of rubbish.
The keys should be horizontal. Period.
The repairer is either an idiot or a liar.

Contact an independent tech that you trust to get a second opinion for what needs to be done for a proper repair.

Some key sets in small instruments are tilted very slightly towards the action inside the cabinet. Really depends upon the make and how compressed the action/keyboard configuration is.
This is because the ratio in an upright is 2/3 and the balance rail makes a slight tilt in the key set.
The distance between the balance rail and the front edge of the key is longer than the distance between the balance rail and the end of the key you cannot see. The ratio is 2 to 3.
Of course if one of the keys is removed it will sit flat against a table top.
