computer software to increase spacing?

Some of the sheet music versions I have are tightly spaced, either between staves or between rows.  Is there an editing program where PDF version could be re-spaced?  I have tried literally cutting, pasting and re-copying, but that is ineffective.  Thanks in advance  :)
