Why do these triads in the 17th measure have staccato dots but they aren't played staccato?
I'm just writing something here because it won't let me post without something here

Staccato notes that aren't played staccato

There are these staccato dots underneath or above the triads in the 17th measure. But whenever I listen to the song those triads aren't played staccato. I've listened to other recordings (or videos) of the song to see if those triads are played staccato, and they aren't played staccato. Why aren't the pianists playing the notes staccato when there are staccato dots underneath or above those triads? are they even staccato dots or something else? I have a sheet music book and the song is included in my sheet music book. And there's a little difference between the pdf sheet music and the non pdf sheet music. A word called "con Ped." is written underneath the second measure on the non pdf sheet music, but in the pdf sheet music the word "con Ped." isn't written underneath the second measure. Maybe the word "con Ped." that is written on the non pdf sheet music has something to do with the triads not being played staccato? (even though "con Ped." isn't written on the pdf sheet music).

Chopin wrote staccatos a lot under slurs and things, usually people just interpret it to mean not to fully connect it (portato).
As for the mark below, that means
Con Pedale
; in other words, you pedal this part freely. I'm forgetting the exact translation, but you can use the music dictionary on the website if you're interested.
