Is Garageband similar to MuseScore?

I have only used MuseScore and never used Garageband.
Do they offer similar kind of functionality?

MuseScore is, as it states on the website, "free music composition and notation software". Now the most remarkable difference is, that Garageband is a tool made to have fun and fooling around with different instruments. Where as MuseScore is focused on the notation of music.
Yes, you can create music in either of the software, but MuseScore and Garageband are quite different.
Also, as far as I know, you can't create sheet music in Garageband - only intrumentals

I use both.
I record songs in logic. Then from there I can copy the midi info to Muse Score to refine it and print it or make a PDF of it.
Garage band or Logic is good for recording on metronome without latency, and Muse Score great for editing. Although I think you can play live on MS as well. If it's purely for writing, you're better off with muse score. But there are both free, it doesn't hurt to try it and figure out which suits best your needs
