Beethoven WoO tempo question

Hi all,
Is it true that all his dance sets without opus numbers have no tempos indications?
I'm learning the one in Eb now; WoO 13 no. 9. I'm thinking 144 to the quarter note sounds about right. Did they really dance to these short dances?
