I am unsure of the best way to finger this. The part that confuses me is the descending major chord arpeggio.

Not sure which hand your talking about.
The right hand is detached, which should give you plenty of time to jump around.  I would tend to use 5-4-1 or 5-3-1 for the octave chords and 4-3-1 or 3-2-1 for the following fifth or sixth chords.  Small hand people can use 5-3-1 for the second chords too if that feels better. 
The intial left hand run is written a bit stupidly.  I would play the initial simultaneous c and b with the thumb, then change to 2-1 and then 3-1 on the subsequent pairs of notes.
