Is there any (relatively) authoritative source for information about the execution of ornaments in Chopin?

you mean beyond the information contained in the Cortot editions (discussions, exercises, etc.)?

Definitive?  No, but the Paderewski edition has an annotation at the end of the Chopin nocturnes to point out the differences in editions, and why choices were made.

Hasn't there been a long-standing argument about when ornaments are played with strong proponents on each side of the fence?   I do read the annotations for the various opinions about the ornaments, but my teacher has suggested:  'use your ears' which seems to be reasonable way of choosing the fence side .

No . . . just listen to mainstream concert pianists like Rubinstein, Zimmerman, Kissin, etc. to know what to do with them. If you're looking to be "historically accurate," I suppose you could read some operatic performance practice manuals from that time period to get a reasonable idea . . .
