Fundamental basses

I was reading Logier's treatise on composition and didn't understand the reason why he says the fundamental basses in this exercise (https://archive.org/stream/logierscomprehen00logi#page/66/mode/1up) are C, A and D. Can you guys help me?

I glanced at it.  I looks like fundamental means root of the chord.  Learn it by the root position chords first, so using a chord in inversion makes more sense.
