Fundamental basses

I was reading Logier's treatise on composition and didn't understand the reason why he says the fundamental basses in this exercise (

) are C, A and D. Can you guys help me?

I glanced at it. I looks like fundamental means root of the chord. Learn it by the root position chords first, so using a chord in inversion makes more sense.
