What are those blue 'new' balloons? [Bob asks]

It might be a dumb question, but someone probably knows for sure so I won't have to figure it out...

What are those little blue bubbles that say 'new' next to the threads?  How do they work?

Is that for every new post on a thread or only the ones I have notifications for?
