My teacher said I can either play one two or three what are the differences between difficulty and technique between them?

Your teacher ought to know better than most how difficult any of these might be for you and what you can do to develop your facility by learning them; I don't think that anyone here can hope to comment meaningfully on this without knowing more about what you can do. All four Chopin Scherzi are wonderful pieces and you could only do yourself a favour by learning any of them!

Chopin's 4 scherzi and Ravel's Jeux d'eau are placed in their respective syllabus of Licentiate diploma by both ABRSM and Trinity in UK.
