Tied notes that cross measures

I have read the Wikipedia entry on tied notes, but not being able to find an answer to my question I've decided to ask it here, even if it is a very basic one.
In the attached example (Schumann, Davidsbündlertänze, No. 2 - Innig), how should the tied note be played? Because I release the pedal going into the first notes of the new measure, how am I meant to sustain that A#?
Is a tie generally an instruction to keep the key depressed with the finger for the duration (this seems unlikely), or does it just mean "sustain this note, either by pedaling or by keeping the key depressed, based on context"?
If so, is that always the way this kind of notation should be interpreted?

There's no pedal marks, so it's usually to be sustained with finger. It may be a bit awkward at the beginning to hold one key and play other keys with the same hand but with a bit of practise you should have no problem with that.
