A staccato is in my opinion pressing down the key followed by and instant cessation of the muscle effort so that the key can go back up again. So I think it's all in coordination/control over the fingers - meaning complete relaxation of all muscles not directly involved in moving the finger and instant relaxation of muscle effort as soon as possible.
