what is this weird syncopation called

anyone know what the term is for this kind of syncopation at bars 21/22 and 29/20 of this piano piece?

it seems like a strange mixture of an offset syncopation (like the allegro of Poet and Peasant overture) and a horizontal hemiola (like say Bernstein's song America).
also does it occur elsewhere - maybe in Chopin or Liszt?

Yes Chopin does the same thing in Etude op 10 no 10, check it out.



Not sure if it has a name. It's a hemiola but it's syncopated like you say.

just looks like a descending melody he divided into every other 8th note instead of every half measure for the ascending bits like a bit of a bridge so he could keep goin, probably a better term for it tho lol
