Liebestraum No.3 Slur/Staccato

What does staccato and slur together mean shown at the below link.  If the staccato is not there would these notes then be tied?

It means portato. The chords are to be played slightly more separate and articulated than if they were legato, but a staccato would be too sharp and dry. If there was no staccato I would read the slur as a tie, yes.
