How do I play a section from chopin etude??

Hi, so in measure 4 of etude opus 10 no 4 How do you play those arpeggiated chords with the notes above it? Should it be simultaneous with the notes above?or separate?

The way I've seen it done most is to start the arpeggiated chords on the corresponding RH 16th note and finish them as you play the following RH 16th note.

I believe I sync the top note of the arpeggios with the beat.

I do the same. It makes for a stronger downbeat, but I roll the chords (with the indication to do so) fast enough to almost sound like it isn’t rolled. Luckily my hand has a wide enough span to play the non-indicated chords fully in both places where this figure occurs. Personally, I find the similar passage at the bottom of the first page a bit more difficult to navigate due to the awkward chord changes.
