tunning?

i'm getting this used piano but the guy said it hasn't been tuned in a while but other than that its fine. my friend told me that if it hasn't been tuned in a long time that it might not be able to be tuned again, is that true? and what should i do? :) :)

NO, it is not true that because of not getting tuned it cant be tuned.  If however the piano has some major technical fault such as loose tuning pins, split pinblock or craked plate then it cant be tuned, at least not until repairs are done - which may cost more than the piano is worth.

Hardened as to be more stiff? or made so it is more responsive?

yes to make it just a tad bit stiffer, or will the tuning and check up do that normaly? :)

how much is it to have the piano regulated because with the guy i'm using it cost 75 to tune and my mom is willing to spend up to 250  :)
