Permanent makeup is tattoing. Don't do it, unless you have some true problem like vision difficulties that make it impossible to put on lipstick, or whatever. If you don't like it later, you're stuck with it, and tatoos blur over the years.
Regular face makeup causes NO problem with your skin "breathing". The skin does not breathe in any real sense, and it gets its oxygen from the bloodstream. Heavy makeup can clog pores causing whiteheads, blackheads and eventually, pimples in predisposed people. Light, water-based makeups and those designed for acne-prone skin will avoid this problem.
