I am teacher-less for the summer, and I want to finish the 1st Ballade, please help me.  I'll accept any advice (detailed for each section) from this as well.

I'm assuming you've already checked out the performances on Youtube.

A surprisingly large number of professional pianists come to grief in this piece, not because of technical problems, but because they don't seem to know what they're trying to say.

Agreed, slobone.

My first suggestion is to decide on a basic tempo which applies to all the major thematic sections of the piece.  The technical passagework can then be virtuosically displayed without ruining the overall pace of the work.
