It's not called Adieu to the Piano.  It's the Sonata "Les Adieux", Op. 81a.  Beethoven in fact detested this subtitle, in French, chosen by his publisher, not by him.

Beethoven wrote many works that he deemed not worthy to be included in his catalog of published works. These are known as WoO or works without opus numbers. There is also another list of uncatalogued works attributed to Beethoven that were put together in the Anhang catalogue. Many of these were composed by someone else and others are of doubtful authenticity. Among the works in this catalogue is the Waltz for Piano in F Major: "Glaube, Liebe, und Hoffnung" This also known as "Farewell (or Adieu) to the Piano". It is doubtful that this piece was actually composed by Beethoven.

Not quite.  Some works just didn't get a chance to be published.  And still some were published after his death with opus numbers.

In my opinion, it does indeed sound like something Beethoven wrote in his "late period."  But it seems much more like a sketch-piece than a fully formed composition.
